Every year, thousands of candidates lose a shot at UPSC or SSC exams not because of their preparation, but because of their application form: a rejected photo, a name that doesn't match the Class 10 certificate, a payment that failed on the last night, or a category certificate in the wrong format.
The process has also changed. UPSC has replaced its old One Time Registration (OTR) system with a new portal at upsconline.nic.in, and all candidates — including those who registered before — must register afresh (ArdorComm). Both UPSC and SSC now use stronger identity checks such as Aadhaar-based verification and live photo capture.
This guide walks you through both portals step by step, explains the most common problems candidates face today, and shows how to fix or avoid each one. Always read the official notification for your exam: instructions can change between cycles.
Most mistakes happen because candidates gather documents while filling the form. Spend 30 minutes preparing first.
Create a folder on your computer named after the exam and keep every file and screenshot in it.
UPSC's portal has four parts: account creation, universal registration, common application form, and examination, which holds the notification, exam form and application status (Careers360). Apply only at upsconline.nic.in; upsc.gov.in publishes notifications and the calendar.
Step 1: Create your account. Register with your own mobile number and email. Your old OTR ID won't work; everyone registers fresh (SuperKalam).
Step 2: Universal registration. Enter your identity details, Aadhaar or another photo ID, and Class 10 board details in the order the portal asks (ClearIAS). UPSC recommends Aadhaar for smoother identity verification. Double-check your name and date of birth here — these details carry through to every future UPSC exam.
Step 3: Common application form. Fill in details shared across exams: education, category, address, and so on. Upload your photograph, triple signature and photo ID, and complete the live photo capture.
Step 4: Exam-specific application. Choose the exam, fill in exam-specific details (optional subject, centre choices, posts or services preferences where applicable), pay the fee, and submit.
Step 5: Save everything. Download the final application PDF and payment receipt.
| Item | Requirement |
|---|---|
| Photograph | Recent colour JPG named "photo", 20–200 KB, plain white background, face covering at least 75% of the image, looking straight at the camera with both ears and open eyes visible |
| Live photo | Captured through your device camera, or on your phone using the QR-code option |
| Signature | Sign three times vertically on plain white paper in black ink; upload all three in one JPG |
UPSC has also introduced face authentication at exam centres (Vajiram & Ravi), so your uploaded and live photos should match how you look on exam day.
SSC applications are made at ssc.gov.in or through the mySSC Android app. If you registered on the old ssc.nic.in website, you must complete OTR again — the old registration doesn't work on the new site (Xylem).
Step 1: One Time Registration (OTR). Register with your own mobile and email, then complete identity verification.
Step 2: Choose Aadhaar-based authentication (strongly recommended). It's optional, but SSC gives Aadhaar-authenticated candidates an important protection: their applications aren't rejected because the photo or signature doesn't meet the prescribed standards (PW).
| With Aadhaar authentication | Without Aadhaar authentication | |
|---|---|---|
| Rejection for photo or signature quality | Protected | Not protected |
| Documents at OTR | Aadhaar number only | Proofs of name, date of birth, address, photograph and gender |
| Exam day | No extra photos or photo ID needed | Carry 2 recent passport photos and an original photo ID with date of birth |
Source: ExamAtlas. Visually impaired candidates can use Aadhaar OTP authentication instead of face authentication (PW).
Step 3: Open the exam form during the application window. Log in with your registration number and password and select the exam.
Step 4: Live photo and signature. Your photo is captured live through a webcam or the mySSC app; there's no photo upload button, so allow camera access when prompted (FixDoks). Upload your signature as a JPG in the size the notification gives — for CHSL 2026, 10–20 KB at about 6.0 × 2.0 cm (PW).
Step 5: Preview, pay and submit. Check every field in the preview, pay the fee, and confirm the status shows as submitted with payment received.
Apply only once per exam. Multiple applications for the same exam are all rejected, and appearing twice can lead to debarment (ExamAtlas).
Photo and signature problems are the single biggest cause of application rejection and last-minute stress.
Who pays what. Women, SC, ST and PwBD candidates are exempt from UPSC CSE fees; General, OBC and EWS candidates pay ₹100 for Prelims (PW Only IAS). SSC exams also exempt women and SC/ST/PwBD/ex-servicemen candidates. Even if your fee is nil, you must still complete the payment step so your application is marked submitted.
Payment modes. Both commissions accept online payment (net banking, cards, UPI) and an offline SBI challan, which you print and pay in cash at an SBI branch.
Amount deducted but status shows pending or incomplete? Don't panic or pay again immediately.
Important: An SSC application whose fee isn't received stays "Incomplete" and won't be considered (Careers360). Offline challans have their own deadline, usually a day or two after the online deadline, and a challan generated on the last day may be impossible to pay in time. Aim to pay at least 3–4 days before the deadline.
| Problem | Why it happens | Fix |
|---|---|---|
| Old OTR or login doesn't work | UPSC and SSC both moved to new portals; old registrations aren't valid | Register afresh on upsconline.nic.in or ssc.gov.in |
| Aadhaar name or date of birth doesn't match Class 10 certificate | Spelling differences, initials, or an incorrect Aadhaar record | Update Aadhaar at an enrolment centre well before applying, or register using another valid photo ID if the portal allows; always match the Class 10 certificate |
| OTP not received | Mobile not linked to Aadhaar, network delays, or DND settings | Link your mobile to Aadhaar in advance, wait a few minutes, retry, and avoid peak hours |
| Live photo keeps failing | Poor light, background, glasses, face outside frame, or camera permission blocked | Fix lighting and framing, allow camera access in browser settings, or switch to the QR or mobile option |
| "File size" or "invalid format" errors | Wrong size, dimensions or file type | Resize to the exact limits in the notification and save as JPG/JPEG |
| Website slow or crashing | Huge traffic near deadlines and in evenings | Apply early in the window, early in the morning, and keep your login saved |
| Session timed out, data lost | Long gaps while filling | Keep all details ready; save each section as you go |
| Wrong category, EWS or PwBD details | Rushing; certificate dated outside the allowed window | Check the certificate date and format rules in the notification before selecting a category |
| Wrong exam centre | Didn't plan; preferred centres fill up | Decide your choices beforehand and apply early |
| Applied twice | Panic after a glitch | Never submit a second application; check status first, as duplicates can be rejected |
| Can't find the photo upload button on SSC | The photo is captured live, not uploaded | Look for the live capture step and allow camera access |
| Graduation result not declared | Final-year student | Most exams allow final-year applicants; select the appropriate option and keep proof ready by the date specified |
Save your records. Download and keep the final application PDF, payment receipt or challan, registration number and password. Store them in your exam folder and email a copy to yourself.
Check your status. Log in after a few days to confirm the application shows as submitted with payment received.
Use the correction window wisely. Both commissions often open a short correction window after the last date; UPSC introduced one for its 2026 cycle (Vajiram & Ravi). Watch for it on the official site, as it's usually open for only a few days. SSC may charge a fee for corrections. Some details — often those tied to identity verification — may be locked, so get them right the first time.
Watch for admit cards and notices. Check the official website and your email regularly. Download the admit card as soon as it's released and check your name, photo, centre and timing.
On exam day, carry the documents the admit card asks for. SSC candidates who didn't use Aadhaar authentication need two passport photos and an original photo ID (ExamAtlas). Arrive early for face authentication and security checks.
Stay safe. Apply yourself on the official portal rather than through a cyber café or agent if you can. Never share your password or OTP, and ignore anyone who offers "guaranteed selection" for money. Official sites are upsc.gov.in, upsconline.nic.in and ssc.gov.in.
A careful 45-minute application protects months of preparation. Start early, check twice, and submit once.
